Fort Mill Eyes Redevelopment of Historic Mill Property into Apartments
Fort Mill is set to explore a significant transformation of its historic downtown area as the former Williamson Mill may be repurposed into residential apartments. This decision follows an application for rezoning submitted by the current owners to the town council, marking a potential shift for the property, which has hosted home goods businesses for over a century.

The redevelopment plan includes converting the existing mill into a two-story apartment complex featuring 147 units. In addition, a new four-story apartment building is planned to rise alongside it. Together, these projects aim to create approximately 225 apartments along with 20,000 to 25,000 square feet dedicated to commercial space. The development team expressed optimism that if the rezoning is approved by the town, completion could occur by late 2027.

The site, located at the intersection of Railroad Avenue, Watson Street, and Williamson Street, covers an extensive area of 16 acres. Its historical significance is tied to the Luna Cotton Mill, constructed in 1892, which later became known as the White Plant in 1916 under the Springs family textile operations.
When Changes Are Anticipated
A unanimous vote from the Fort Mill Town Planning Commission on Tuesday night has paved the way for the rezoning consideration. However, final approval will require the Fort Mill Town Council to vote in favor of the changes twice, with the first vote, which will include a public hearing, scheduled for November 12.
Why This Matters
The application for redevelopment is part of a larger trend seen across the region where disused mill properties are being revitalized into modern living spaces. Many other towns, including Rock Hill, Lancaster, Clover, and York, have successfully transitioned former mill sites into residential and commercial uses.
Current Property Status and Future Plans
Currently, the large mill building remains idle and is composed of several structures accumulating over years. While land records indicate that the site once spanned 273,000 square feet, it is now reported to have approximately 215,000 square feet in total. Plans show that the largest single structure on the property has a footprint of 192,000 square feet.
The development of the Williamson Mill includes several modern amenities typically found in upscale apartments, such as a swimming pool. The commercial spaces would be designed to encourage pedestrian-friendly businesses along Main Street, providing local residents with improved access to retail and amenities.
Community Involvement and Historical Significance
The ongoing efforts by the owners also include the possibility of getting the property listed on the National Register of Historic Places. Such a designation could provide opportunity for tax benefits and impact the review process related to town planning.
