Community celebration marking the launch of the Catawba Nation police force

News Summary

The Catawba Nation Reservation in Rock Hill has officially launched its own police force and a courtroom for tribal administration cases in a transformative step towards self-governance. This initiative aims to promote community trust, understanding, and safety, supported by funding from the U.S. Department of Justice. With a strong focus on restorative justice, the tribe is set to ensure a brighter future and stronger community engagement.

Exciting Times for Rock Hill: The Catawba Nation Launches Its Own Police Force and Tribal Court!

In a significant step towards self-governance, the Catawba Nation Reservation in Rock Hill has officially established its own police force in 2024. This momentous achievement has been a long time coming, with years of planning and effort from the tribe, which proudly stands as South Carolina’s sole state-recognized Native American tribe.

Positive Change on the Horizon

The establishment of this police force aligns with a clear directive from the Catawba community, which has prioritized fostering positive interactions between law enforcement and residents. The ultimate mission is to build trust and understanding, creating a safer and more harmonious environment for everyone. Shawn Butler, who has been the executive director of public safety since 2021, is at the helm, guiding the new police team towards enhancing community relationships.

At present, the police force consists of five dedicated officers who are well-equipped with essential tools and police cars, ready to serve the community. The vision for the future includes expanding the force while ensuring that community input shapes its direction. Public participation is seen as vital, with plans for polling and focus groups well underway.

Building a Stronger Judiciary

In addition to the police department launching, the tribe has also set up a courtroom specifically for tribal administration cases. The Catawba Nation aims to develop a fully independent police and court system over time, which means a greater degree of autonomy in managing legal matters within the community.

This journey towards self-governance has deep roots, stretching back to when Congress approved Catawba’s law enforcement efforts in 1993. However, financial challenges—like the restrictions on tax collection that many tribes face—had been significant roadblocks for years. Fortunately, with revenue flowing in from the newly opened Catawba Two Kings Casino in Kings Mountain, NC, the nation found the means to launch its police department finally.

Funding and Future Vision

The police force is not the only initiative receiving support. The U.S. Department of Justice is contributing $1.6 million through its Coordinated Tribal Assistance Solicitation program to help develop a Tribal Court and a Peacemaking Center, both vital components of this progressive legal framework. The total cost of this ambitious construction project is estimated to reach around $10 million, incorporating facilities for the police department, tribal courts, and vital victim services.

When it comes to the judicial approach, the Catawba Nation is embracing a model focused on restorative justice rather than punitive measures. This philosophy aims to mend relationships and strengthen the community rather than just dish out punishment.

The Catawba police department is looking to hire candidates who resonate with their community-centric policing philosophy, which may diverge from standard enforcement procedures. Interestingly, officers do not need to be of Catawba descent, though the nation has brought on Catawba citizen Isaac Rodgers as a sergeant. Salaries for officers are competitive, ranging from $53,000 to $64,000, which should help attract talented individuals eager to serve.

Engaging the Community and Building Partnerships

The Catawba Nation is wholeheartedly devoted to enhancing community ties, especially with its mentoring programs aimed at children and elderly residents. They understand that strong community relationships are key to ensuring safety and fostering trust.

Moreover, partnerships with neighboring York County law enforcement agencies are in place to promote collaboration and understanding, particularly concerning tribal jurisdiction complexities. A recent two-day training event in September showed great promise for cooperation as it sought to bring together officers unfamiliar with the barriers and nuances of policing in Indian Country.

As Rock Hill progresses into this new chapter with the Catawba Nation at the forefront of self-governance, the focus remains on inclusion, cooperation, and community well-being. With each step, they lay the groundwork for a better, safer future for each member of the tribe.
