Rock Hill is buzzing with excitement as the city council has given a major thumbs up to a financing plan aimed at revitalizing a 7.35-acre site formerly occupied by The Herald’s newsroom. This initiative is more than just a facelift; it’s an ambitious step towards enhancing property values and attracting further development in the area!
Recognizing the potential of the old Herald site, the Rock Hill City Council has officially designated it as a municipal improvement district. This means property owners in this area will chip in through a special assessment fee that could reach up to $17.05 million for necessary infrastructure improvements. But don’t worry too much, because taxes from future developments will help shoulder some of these costs, plus the city is looking into further financing options to cover any extra expenses.
The vision for this redevelopment includes mixed-use developments, headlined by a new 300-unit apartment complex. What’s particularly heartwarmingly practical about this plan is that it aims to provide workforce housing with below-market rental rates tailored for essential workers such as police officers, firefighters, and teachers. It’s a fantastic move towards making Rock Hill a more accessible place for everyone!
Aside from housing, the plan includes a whopping 15,000 square feet of commercial space along the bustling West White Street. The residents and visitors can look forward to various outdoor amenities, new roads, sidewalks, and an overall improvement of infrastructure that will make the area more inviting and pedestrian-friendly.
As if that’s not enough, there’s also a significant central feature planned: a publicly owned parking garage boasting around 566 parking spaces. This will be a huge relief for anyone who’s ever struggled to find parking in busy areas!
White Point, the real estate investment firm that owns the property, is on board and has consented to the special assessments required for this transformative project. The old Herald building left the area back in 2019, and since then, city officials have been brainstorming different proposals, including a once-promising upscale senior living facility that was ultimately set aside. Now, with a finalized deal in November last year, the push for redevelopment is officially on!
Managed by the South Carolina Department of Transportation, this grant marks a remarkable milestone, as it’s the largest single competitive grant ever awarded to the city, exceeding previous requests that were turned down. The funds will fully cover the costs of designing and constructing the bridge, including public participation meetings and all engineering expenses.
The conceptual groundwork for the bridge was laid back in 2018 by Knowledge Park planners, and it forms part of a larger vision for urban development, which includes a separate initiative known as The Link. The new pedestrian bridge will enhance access for both walkers and cyclists, fostering better community engagement.
Rock Hill shines brightly as one of just 19 projects across the nation to gain full federal funding for such a proposed initiative. Before landing this grant, the community had already earmarked the pedestrian bridge in its capital improvement plan, setting the stage for exciting projects lined up from 2023 to 2027.
