In a recent press release, the City of Rock Hill has addressed concerns regarding parking options, rules, and regulations around the city’s bustling Sports and Events Center and the celebrated PowerHouse development.
Public parking has been made accessible at Rock Hill’s University Center to cater to visitors and patrons for the Rock Hill Sports & Event Center, Power House, and other businesses in the area.
The city has provided two substantial parking decks; namely, Deck A, located at 348 Technology Center Way (behind Cambria Hotel), and Deck B at 343 Technology Center Way. The city is offering free parking for the first 90 minutes, after which charges will be levied according to the time spent in the deck. The maximum daily rate is set to $7, effective from July 1, 2023. An All Day Pass can also be availed that includes unlimited entries and exits, expiring at 11:45 PM the same day.
All visitors are urged to register their vehicles through Premium Parking upon arrival, even if they plan to leave the garage before the free 90 minutes are up. This can be done via the Premium Parking mobile app, website, by text, phone, or scanning the QR code available at the deck where they park. Parking enforcement works based on license plates, operational 24/7 with routine patrols.
The city has also noted that on-street parking is now paid and requires registration through Premium Parking, with rates starting at $2/hr for the first hour. The free 90 minutes deal does not extend to on-street parking.
Visitors are advised not to park their vehicles in reserved spaces or in areas marked with “No Parking” signs. It has been highlighted that private property owners manage and enforce private lots within the University Center, where non-authorized vehicles could be towed.
The city stated that there was previously a uniform charge during events held at the Sports & Event Center on most Fridays, Saturdays, and Sundays, without a free parking option. However, from June 30 onwards, the first 90 minutes of parking will be free, including these days.
Moreover, the parking deck under the Lowenstein Building, which is privately owned, will operate with a ticket system upon entry and will not use the Premium Parking payment method.

This initiative taken by the City of Rock Hill sets a benchmark, paving paths towards a systemized city and a more suitable parking experience for visitors and residents. With clear regulations in place, confusion and misinformation can be avoided, allowing a more enjoyable experience at the city’s primary attractions.
