Recently, the Rock Hill City Council gave the green light to a financing plan that aims to breathe new life into a 7.35-acre site that used to be home to The Herald’s newsroom. This exciting project is sandwiched nicely between Main Street, White Street, and Dave Lyle Boulevard, and it promises to attract more businesses and elevate property values in the area.

A Boost for the Community

To help fund the infrastructure improvements needed for this major redevelopment, property owners within this new municipal improvement district will be contributing through special assessment fees. The city’s estimates suggest that these assessments could reach as much as $17.05 million. It’s a win-win situation! The growth in the area will not only beautify Rock Hill but will also generate funds for public improvements through taxes from future developments.

What’s in Store?

Part of the ambitious plans for the improvement district includes a 300-unit apartment complex, which will feature workforce housing. Some of these units are anticipated to be offered at below-market rates, making it accessible for essential workers in our community. In addition, the area will boast 15,000 square feet of commercial space along West White Street, bringing new shops and services right into the heart of Rock Hill.

And that’s not all! The plans also feature community-friendly amenities such as outdoor spaces, a newly constructed roadway, and sidewalks that encourage walking and biking, promoting a more vibrant urban atmosphere. One of the central highlights of the redevelopment plan is a publicly owned parking garage that will provide approximately 566 parking spaces. With so many new residents and visitors expected, this garage will be crucial!

Looking Back to Move Forward

It’s worth noting that the site saw its last major activity when The Herald vacated in 2019, which opened the door for redevelopment efforts. An earlier plan for an upscale senior living facility faced delays and was ultimately scrapped. However, for the past three years, the real estate investment firm White Point has taken the reins on the project and they are fully onboard with the special assessments required for these improvements. In November, the city and White Point finalized a sale agreement, marking a significant milestone for Rock Hill.

Changing the Parking Game

In addition to the development plans, the city is exploring ways to make it easier for new businesses by modifying parking requirements. The proposed changes suggest a 20% reduction in required parking spaces for various new developments. If approved, some developments could see a further reduction of between 10% and 30%! This move is aimed at preventing an excess of parking spaces that may take away from the urban landscape.

More Exciting Projects Nearby

Fort Mill, a historic property—the former Luna Cotton Mill—is also on the books for redevelopment. The Williamson Mill project aims to create 225 apartments along with an impressive 20,000 to 25,000 square feet of commercial space. If everything goes smoothly—pending two votes from the Fort Mill Town Council and a public hearing expected on November 12—the project could wrap up by late 2027!

The revitalization of the Williamson Mill will feature not only residential units but also amenities like a pool, realigned streets, pedestrian pathways, and crossing facilities to enhance the neighborhood’s walkability.
