Starting in January, all public school districts in South Carolina, including Rock Hill, will be required to enforce a cellphone ban in classrooms if they haven’t already done so. Under this policy, students are mandated to turn off and put away their cellphones from the morning bell until the final school dismissal.

The cellphone ban now applies not only to smartphones but includes smartwatches, tablets, and even gaming devices, although some exceptions exist for students who require devices for educational or medical purposes. Those with Individualized Education Programs (IEPs) or specific medical plans may still use their devices as needed, along with volunteer firefighters and emergency organization members who have received permission.
To ensure compliance with state requirements, the State Board of Education has adopted a model policy that mandates districts implement bell-to-bell restrictions for cellphone use. Rock Hill Schools has already taken strides in this direction, but it is critical to note that local districts may go beyond the basic requirements, possibly imposing even stricter measures that can include rules regarding cellphone use on buses and during after-school activities.
Failure to adhere to these regulations might jeopardize vital state funding, so it is in everyone’s best interest to uphold these policies. The State Department of Education is set to monitor how schools implement these cellphone policies and can provide recommendations for adjustments that might be needed as the school year progresses.
